Educational and professional program ‘Mediation’

It was the second department to be established at the revived Law Faculty of the University. It was established as the Department of Constitutional Law of Ukraine in 1992, headed by Doctor of Law, Professor Leonid Yuzkov, later the first Chairman of the Constitutional Court of Ukraine, one of the creators of the current Constitution of Ukraine; it was transformed over time into the Department of Constitutional, Administrative and Financial Law of Ukraine, headed by the guru of financial law of the USSR and post-Soviet Ukraine, Doctor of Law, Professor Lidiya Voronova, who made the department powerful and respected in Ukraine and abroad; was once again transformed into the Department of Public Law, headed by Doctor of Law, Professor Petro Patsurkivskyi, and acquired modern European features, forms and content, and development dynamics.

All of the above-mentioned heads of the department were graduates of the Law Faculty of Taras Shevchenko National University of Kyiv and the Law Faculty of Ivan Franko National University of Lviv.

Creative and innovative professors of the department attract students without forcing them to memorize laws and notes, teaching them to think, creating conditions for independent, free, and creative development.  

They provide teaching of such fundamental disciplines as the Rule of Law: Methodology and Methods of Application, Constitutional Law, Administrative Law, Financial Law, a number of other compulsory and many optional disciplines.

The Department continues to significantly increase its development dynamics and thus attracts a wider circle of self-confident young lawyers, especially students, as it always remembers Winston Churchill’s famous statement: ‘To improve is to change, to be perfect is to change often’.

The department was the first at the faculty to win the right to participate in the EU Erasmus+ KA2 research project ‘Mediation: training and society transformation / MEDIATS’ in the section: ‘Higher Education Capacity Building’. The executors of this project from the department are: Ruslana Havryliuk, Head of the Department, Project Team Leader; Petro Patsurkivskyi, Dean of the Law Faculty, Professor of the Department; Dmytro Kostia, Associate Professor of the Department of Public Law; Pavlo Bartusiak, Assistant Professor of the Department; and Liudmyla Kostia, Heorhii Moisei and Illya Yuriychuk, PhD students of the Department.

The project aims to create opportunities for universities to become one of the key players in facilitating mediation processes in Azerbaijan, Georgia and Ukraine in order to strengthen democracy and objective dispute resolution by adopting the best European practices.

To achieve the above goals, the project teams will study best practices in EU countries, recruit and train staff, select students, and develop and implement master’s programs in mediation.

Indicators on which my Head of the Department work will be focused in 2021-2025.

1. Integral indicator: the leadership position of the Department of Public Law at the Faculty, the University, and among related departments in Ukraine as a whole is preserved and increased.

2. In the development of the capacity of the Department’s staff: a) at least four doctoral dissertations are defended by the Department’s research and teaching staff; b) at least one-third of the Department’s research and teaching staff receive B2 certificates in the official languages of the Council of Europe and ensure that these persons teach students’ disciplines in the official languages of the Council of Europe.

3. In educational activities: a) successful accreditation of the Educational and Professional Programme ‘Mediation’; b) at least 75% of the Department’s graduates systematically pass the Unified State Qualification Exam on the first try; c) at least 75% of the Department’s graduates find a job in their speciality within the first year after graduation; d) at least 80% of the department’s graduates receive a positive assessment of their professional training in sociological surveys of employers; e) a catalogue of video lectures has been created for all normative courses and the most popular disciplines of students’ choice, which is available to all interested persons.

4. In scientific work: each department professor publishes at least one scientific work annually in editions indexed in Scopus, Web of Science or their new generation analogues. Two articles in international journals, publications in which are subject to mandatory blind peer-review, may be equated to one publication in the above-mentioned journals.

5. In terms of branding: a) the image and authority of the Department of Public Law, the Faculty of Law and the University as a whole have been enhanced; b) a complete open catalogue of the Department’s graduates of all years has been created, indicating their main professional achievements; c) the Department’s Alumni Club has been established and cooperation with it has been ensured on a permanent basis.
